English Local Authorities Intend to Sell Off Social Clubs and Sports Centres to Manage Finances

Based on a recent poll of local authorities, English councils are planning to sell social clubs, sports centres, and shopping arcades as they rely on a fire sale of assets to balance the books.

Increasing Fiscal Challenges Prompt Asset Sales

A coalition of councils representing major urban areas in the UK stated that six out of ten of councils are planning to sell assets to cover the escalating costs of adult and children’s social care.

Councils have previously come under fire for selling playing fields and land to support their budgets, but they argue they must proceed to raise vital cash from property disposals or declare themselves bankrupt.

The group noted that a significant number of authorities seeking to raise money from a fire sale of holdings marked “a distinct shift from 2024, when the majority (six in ten) of municipal officials said they would focus on restructuring services and using financial reserves to manage increasing financial challenges.”

Detailed Examples of Proposed Sales

One local authority in Kent announced its property management strategy included the sale of a shopping centre in a local town and a community venue in Rochester to generate 20 million pounds over the next half-decade.

  • Gillingham golf club and commercial properties owned in two English counties, which all provide rental income for the authority, will additionally be sold under the plan.

Local Levy Rises and Wider Financial Pressures

This research of councils in the key cities group, which covers Sunderland, Southampton, Gloucester and Salford, also found that more than 70% of authorities will need to increase council taxes next spring to cover the growing cost of core provisions, higher levels of homelessness, and a longstanding accommodation deficit.

Medway council explained it will press ahead with property disposals after sharp increases in the cost of youth support, support for vulnerable learners, adult social care, and short-term housing.

“We are taking creative strategies but some of these require time to deliver both improved services and financial savings,” stated a council leader.

He added: “There are population challenges which will continue to add to the pressures we have. As a local government body, we had a 91% cut in our central funding from 2010-24, which is very challenging.”

Countrywide Patterns and Forecasts

A survey of county councils recently further found local finances being stretched by the increasing figures of children and older individuals requiring Send support.

A network of councils projected that council deficits will hit 4.4 billion pounds a year by 2029, as they struggle to manage increased demand.

Government officials have put off scheduled changes to the special educational needs framework until next year after a white paper setting out those reforms has been postponed.

Disadvantage and Funding Shortfalls

Based on the latest indices of deprivation (IMD) covering English councils, several key cities members were included in the most deprived in the country.

  • “Participating urban centers like several major towns place in the top 30 nationally under the latest deprivation indices,” noted the report.

“While only one key city is in the top 10 for deprived neighbourhoods countrywide, urban areas are far more likely to be in the worst-off 20% of the nation. The data underscores the scale of difficulties confronting local leaders across major urban centers in the next twelve months,” the analysis concluded.

“Council officials have been clear about the necessity for a fair and sustainable funding system that accounts for and responds to the real levels of disadvantage and need,” said Michael Mordey.

“Lacking this, local authorities will continue to face difficult decisions around which essential services to allocate spend to, and which to cut, to the disadvantage of their residents.”

One in five of councils have cut or compromised care services in the last year, the survey found.
